IN FAMILY SUPPORTS? TOOLKIT & GUIDELINES AS PART OF THE SEEDING THE
COUNTY LGBT+ DEVELOPMENT PROJECT FOR COUNTY CORK.
INTRODUCTION
Seeding the County (StC) is an LGBT+ Development project working
across county Cork to increase services, supports and social inclusion
for LGBT+ people and provide sustainable support for young LGBT+
people and their families. Seeding the County is led by Cumann na
Daoine (CnD) Community Resource Centre, who support the East Cork
LGBT+ Network and ?Big Creative Project? LGBT+ Youth Cafes.
Seeding the County is a collaboration with FRCs, library services and
LGBT+ support groups & community.
Many of these partners work directly with families and provide family
supports in line with Tusla and FRC strategic plans. The ?Building
Blocks? project and is targeted at these organisations to increase
their capacity in providing sustainable LGBTI+ Youth and Family
supports.
The ?Building Blocks? project is a collaboration between the lead
agency; Youghal Family Resource Centre, who provide dedicated family
supports in an underserved region and members of Youghal Library
Inclusion Committee.
Cumann na Daoine provides programmes which empower families by giving
people a voice, building confidence and creating awareness of social
issues. We work from the principles of equality and inclusion;
committed to providing a safe, comfortable and confidential
environment for people to explore and value their own power.
Seeding the County works from the principles of community development,
empowering and engaging people to take an active role in their civic
development.
TERMS OF REFERENCE OF SEEDING THE COUNTY
* To work with and for LGBT+ communities, with particular focus on
the most excluded and isolated and on those living in rural areas.
* To increase awareness and inclusion for LGBT+ people within their
local and regional communities
* To support FRCs, library services and other NGOs in providing
targeted, sustainable supports for their LGBT+ service users.
* To work within the community development principles of
empowerment, participation, education and inclusion

THROUGH THE **APPLY ON THE WEBSITE** LGBTI+ CAPACITY BUILDING
INITIATIVE FUNDING SCHEME FOR SERVICE PROVIDERS TO FAMILIES AND YOUNG
PEOPLE. The funding scheme is a joint initiative with the Department
of Children, Equality, Disability, Integration and Youth (DCEDIY) and
the Child and Family Agency (Tusla).
TENDERS ARE SOUGHT FOR THE DEVELOPMENT OF THE ?BUILDING BLOCKS FOR
LGBT+ YOUTH INCLUSION IN FAMILY SUPPORTS? TOOLKIT & ASSOCIATED
CONSULTATION REPORT.
Seeding the County / Cumann na Daoine is now seeking expressions of
interest from suitably experienced/qualified individuals or
organisations to develop the ?BUILDING BLOCKS FOR LGBT+ YOUTH
INCLUSION IN FAMILY SUPPORTS? TOOLKIT AND ASSOCIATED CONSULTATION
REPORT.
The development of this Toolkit will support organisations to roll out
evidence based actions and initiatives in line with the LGBTI+ Youth
Inclusion Strategy (**Apply on the website**). It will also assist to
co-ordinate and support the implementation of actions which promote
the delivery of targeted, relevant support for LGBTI+ young people and
their families at a local and regional level.
THE REQUIREMENTS OF THIS ASSIGNMENT ARE AS FOLLOWS:
* To draw on existing relevant research, including the **Apply on the
website** County Cork LGBT+ needs assessment report ?Seeding the
County?, to provide literature review and reading lists for service
providers.
* To consult with BeLonGTo LGBT+ Youth Services, LGBT Ireland and
other regional/national LGBT+ supports
* To consult with Family Resource Centres, Community Centres, branch
libraries and other relevant organisations across County Cork.
* To consult with LGBT+ community across County Cork.
* To provide an assessment report based on these consultations and
to identify trauma-informed approaches where appropriate.
* To develop a guideline document and toolkit for use by
organisations offering family supports to increase the effectiveness
of supports for young LGBT+ people, referencing the Glen/West Training
?Code of Practice for LGBT+ Inclusion? (**Apply on the website**)
as a model of commitment for organisations
THE APPOINTED CONTRACTOR WILL BE REQUIRED TO COMPLY WITH THE
FOLLOWING:
* Sign a contract with Seeding the County via Cumann na Daoine in
advance of commencing the assignment.
* Deliver the assignment within the agreed prescribed time frame
contract period. Failure to comply with timeframes may result in
penalties being imposed in relation to the payment of fees
* Provide regular updates on progress to the Seeding the County
manager and LCDW of Cumann na Daoine and attend meetings with same as
required
* Submit a draft copy of the Consultation Report to the Seeding the
County Manager/ LCDW within the agreed time frame.
* Submit a draft copy of the Building Blocks Toolkit to the Seeding
the County Manager/ LCDW within the agreed time frame.
* Applicants will need access to transport and be available to
travel within the County Cork region (Covid**Apply on the website**
guidelines will be in place and online consultation can be used if
required by these guidelines).
* Applicants will need to provide evidence of insurance and tax
clearance,
* Applicants will need to undertake Garda clearance through Cumann
na Daoine prior to commencing work.
* A guarantee must be provided in relation to the following
insurance requirements; Professional indemnity, Employers liability
and Public liability.
BUDGET
The budget for this project should not exceed ?3,**Apply on the
website** (including VAT). This also includes all travel,
accommodation, subsistence and administration costs. Confirmation of
tax compliance will be required.
APPLICATION DETAILS
Applicants should state the following in their submission:
* Their approach and methodology in undertaking this commission
* Detail a clear schedule, process and timeframe for how they
propose to undertake each stage of the consultation and Toolkit
development process
* Identify in detail how they propose to conduct the consultation
and engagement piece in the confines of the current Covid-**Apply on
the website** pandemic
* The team member(s) proposed to undertake this work and their
specific experience in the field of LGBTI+ community development
* Curriculum Vitae (including the name of organisations for whom
previous work has been completed)
* Relevant samples of previous work
* Their overall cost of conducting the assignment, including, if
relevant, the distribution of consultancy days amongst their team
Seeding the County / Cumann na Daoine will not be bound to accept the
lowest or any tender. The lowest quote will not necessarily guarantee
the contract. Once the tender has been accepted, any price increases
during the term of contract will not be accepted.
TENDER ASSESSMENT PROCEDURE
A tender assessment panel will examine all tenders received. The panel
will have to be satisfied that the method and programme of work meet
the project?s objectives and are cost effective. The panel will also
take into account other criteria to include:
* Clear demonstration and understanding of the work to be undertaken
with key steps & timelines detailed
* Demonstration that the applicant has the level, depth, nature of
and the relevant skills and experience in the area to carry out the
work to be undertaken.
* General approach & methodology
* Proposed qualitative/quantitative research design and data
analysis
* Demonstrate the ability to effectively manage and complete the
contract within the agreed timeframe
* Overall assessment and quality of proposal in line with tender
requirements
* Declaration of any potential conflict of interest
* Ethical considerations
* Confirmation from applicant that they are in receipt of current
Garda vetting documentation and/or their willingness to undertake
Garda clearance through Cumann na Daoine.
* Overall assessment and quality of proposal.
TIMEFRAME

Short listing may apply following initial assessment of tenders and
selected applications for this commission may be required to attend an
interview and make a presentation to the Seeding the County / Building
Blocks sub-group.
The successful applicant must be in a position to begin work from the

The Final Report must be submitted to the Task Force Finance &
Governance Group within four months of awarding the contract with the
draft report submitted two weeks prior to that date.
Failure to comply with these timeframes may result in penalties being
imposed in relation to the payment of fees
CONFLICT OF INTEREST
Any conflict of interest involving the Contractor and Cumann na Daoine
/ Seeding the County or its staff must be fully disclosed in the
response to this Invitation to Tender. It should be communicated to
the LCDW immediately upon such information becoming known to the
Contractor or in the event of this information only coming to their
notice after the submission of a bid and prior to the awarding of the
contract.
